However, as there have been no licensed producers, and the state would not pay for the treatment, those with prescriptions have had to purchase the cannabis abroad, making the prices ridiculous. The army started growing to reduce the price for patients. They wanted to take the market away from underground drug dealers, and control the price and consistency that patients need.
